GRMA Costa Rica Inception Report

The Global Risk Modelling Alliance (GRMA) programme, in collaboration with Costa Rica’s Superintendencia General de Seguros (SUGESE), is pleased to announce the publication of the Inception Report. Prepared by the implementing partners Ingeniar CAD in joint venture with CIMNE, the report was presented and validated at the Inception Workshop held in March 2025, with the participation of a wide range of Costa Rican stakeholders. This marks a key milestone in launching three critical areas of technical support aimed at strengthening Costa Rica’s climate resilience.

Highlights of the Inception Report:

  1. Multi-hazard Risk Profiling:
    The report presents a comprehensive risk profile covering multiple hazards including floods, droughts, landslides, earthquakes, and volcanic activity.
  2. Data Mapping and Gap Identification:
    It identifies existing data on hazards, exposure, vulnerability, capacity, damage, and loss that can support the project. It also outlines data gaps and strategies to address them, while mapping existing initiatives that can be aligned with or enhanced by GRMA support.
  3. Detailed Workplan and Methodology:
    A structured workplan outlines upcoming activities, including the technical approach for each task and the capacity development strategy to build local expertise.

Costa Rica’s geographic exposure to climate-related risks highlights the importance of these efforts. The launch of the GRMA programme establishes a strong foundation for long-term resilience and aligns with broader global objectives, including the Global Shield against Climate Risks.
